Grid America Transition Update

09/30/03: Due to its pending regulatory approval process, Ameren is not be participating in the MISO reservation requirements for Grid America companies, nor is Ameren participating in any Scheduling functions at this time. Ameren's participation will be updated as regulatory approval is received.

08/29/03: Ameren has notified MISO staff of the following:

	Please use the following guidance for Ameren customers:

		Due to its pending regulatory approval process, Ameren will not be
	participating in the MISO dual reservation requirement for Grid America
	companies beginning on September 1.
		
	This will result in AMRN customers being excluded from the transition period starting September 1, 2003.  
	However, this decision by AMRN will not change the transition period for FE and NIPSco customers. 

MHEX_SPC_E Interface Problems

07/04/03:The MHEX_SPC_E Interface @ MISO is currently showing no ATC available , the MHEB TLAP Program is showing ATC available. Until the problems are corrected MISO tarriff administation will contact MHEB Generation directly @ 204-487-5502 or 204-487-5503 to confirm the available ATC prior to approving any schedules.

Memorial Day Holiday - Daily Non-Firm Reservations

05/22/06: The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Memorial Day Weekend. The Midwest ISO will allow these OASIS requests to be submitted four days prior to the scheduled start date. All other MISO Attachment J timing rules will be unchanged.

05/24/05: The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Memorial Day Weekend. The Midwest ISO will allow these OASIS requests to be submitted four days prior to the scheduled start date. All other MISO Attachment J timing rules will be unchanged.

05/26/04: The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Memorial Day Weekend. The Midwest ISO will allow these OASIS requests to be submitted four days prior to the scheduled start date.

05/23/03: Effective 5/23/03 at 1415: To recognize the Memorial Day Holiday, MISO will allow Daily Non-Firm reservations to be made four days in advance.

Emergency Notice Update

08/18/03: The Midwest ISO will reinstate the Standard of Conduct effective 8/18/03 starting at 1800 hours under the Midwest ISO OATT. The emergency situation declared and the potential for related disruptions to transmission service have been stabilized.

08/14/03: Effective 1815 est MISO is suspending standards conduct in order to facilitate generation and load restoration to the east. The standards of conduct will remain suspended till further notice.

06/16/03: The Midwest ISO will reinstate the Standard of Conduct effective 6/16/03 starting at 1400 hours under the Midwest ISO OATT. The emergency situation declared due to high water levels in the Dead River in the Upper Peninsula of Michigan and the potential for related disruptions to transmission service have been stabilized.

05/16/03: The MISO has declared an emergency due to high water levels in the Dead River in the Upper Peninsula of Michigan and the potential for related disruption to transmission service. The MISO is declaring a state of emergency under the provisions within the OATT Tariff. As a result of this declared emergency direct communications between generators, loads, and transmission owners will be taking place until the emergency condition has stabilized, at which time this notification will be updated. This direct communication is necessary to avoid potential cascading outages and damage to transmission or generating facilities in the region.

As additional information becomes available this notice will be updated accordingly.

Annulment of an OASIS Request Reminder

This is a reminder that customers are financially liable for all confirmed reservations. Therefore, it is critical that each customer verify the accuracy of each request prior to submitting the request on the MISO OASIS.

ICCS Upgrade/Maintenance

October 27, 2003: All ICCS automated processes and related Transmission Service Request processing tools have been reinstated. Thank you for your patience during this upgrade/maintenance process.

Thanksgiving Holiday Notice

Thanksgiving OASIS requests -- The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Thanksgiving Weekend. The Midwest ISO will allow these OASIS requests to be submitted six days prior to the scheduled start date. This change applies to all Daily Non-Firm service requests queued after 12:00 p.m. (EST) November 25, 2003, with a scheduled start date prior to December 2, 2003. Any Daily Non-Firm service requests queued prior to 12:00 p.m. (EST) November 25, 2003 or scheduled to start later than December 1, 2003 will follow the current "no earlier than" timing requirement of three days.

All other MISO Attachment J timing rules will be unchanged.

Thanksgiving Scheduling -- The Scheduling Department will accept schedules on November 26 for real-time transactions for November 26 and for pre-schedules from November 26 through December 1.

Emergency Notice

12/10/03 10:30 MISO and ATC have restored the FERC Standards of Conduct for entities involved in operations of Northern Wisconsin and Upper Penninsula Michigan.

12/9/03 16:30 MISO and ATC have suspended the FERC Standards of Conduct for entities involved in operations of Northern Wisconsin and Upper Penninsula Michigan due to system stability and generation capacity concerns.

Schedules and Reservations Utilizing MISO's Contract Paths

MISO's scheduling proceduers require schedules involving contract paths to be submitted no later than 20 minutes prior to the hour in which the schedule is to flow (see section 10.1 of MISO's Interchange Scheduling Procedures, version 3.2). MISO scheduling will deny any schedules submitted past the 20 minutes deadline. Customers should take this timing requirement into account when requesting or redirecting transmission service.

MP-IMO Interface Notice

This is to inform MISO's transmission customers that the interconnection from Minnesota Power to the Ontario Hydro system will be made available for transmission service requests 12:00:00 a.m. on Friday, April 30, 2004 for MISO service commencing on or after May 1, 2004. The POD will be MP-IMO. The capacity available May 1st from MP to IMO via this interface will be established at a maximum of 90 MWs non-firm. The North to South (IMO to MP) available capacity on this interface is zero for both firm and non-firm.

Scheduling with the Midwest ISO for all transactions April 30, 2004 and beyond

Due to Ameren joining the Midwest ISO through Grid America - MISO Scheduling will not accept ANY schedules with effective dates past May 1, 2004 until Friday, April 30.

On Thursday, April 29th at midnight the loss matrix with Ameren will be installed on the MISO Electronic Scheduling System (ESS). In order to calculate losses for transactions that are running on April 30 you will need to use the Loss Matrix without Ameren that is located on the OASIS. To calculate losses on transactions effective May 1 and beyond you can either use the loss calculator in the ESS or the Loss Matrix with Ameren that is located on the OASIS.

In order to facilitate the marketplace, we are installing the loss matrix on April 29th at midnight instead of April 30th at midnight is so the marketplace can submit tags effective May 1 and beyond on Friday, April 30 instead of Saturday, May 1.

If you previously submitted transactions ( i.e. yearly) that are flowing beyond May 1, 2004 please check the loss calculator in the ESS to see if Ameren should receive losses from those transactions. If Ameren is to receive losses, please resubmit those tags so that Ameren receives their portion of the losses. MISO Scheduling will also verify transactions past May 1 and beyond and will contact entities to resubmit if needed.

Scheduling Notice

Effective immediately, in keeping with the scheduling practice for scheduling 1-NS across the MECS-IMO interface. 1-NS schedules using the MP-IMO interface can only be scheduled for next hour. See Interchange Scheduling Procedures, Section 20.3.

Effective May 1, 2004 and as agreed upon by all concerned parties, wheeled load scheduling will no longer be performed with ALWX or ALEX as the GCA or LCA. ALTW will be the GCA or LCA for these transactions.

Notice on Submission Deadline for TSRs to be Eligible for Initial FTR Allocation Process

Midnight (2400 hours) August 9, 2004, is the deadline for Transmission Service Requests to be confirmed on the Midwest ISO OASIS for service that will be eligible to be nominated for Financial Transmission Rights ("FTR") in the Midwest ISO's initial FTR allocation process. Transmission Service Requests not confirmed by this date will not be included in the Midwest ISO's initial FTR allocation process.

New Customer - CWLD

The Midwest ISO (MISO) tariff will be expanded to include the City of Columbia (CWLD) transmission facilities on August 1, 2004. As is currently offered for existing member transmission facilities, the MISO tariff will be effective for both network and point-to-point service on these newly transferred facilities. The MISO OASIS node is now configured for the CWLD facilities and requests for transmission service to and from CWLD can be made on the MISO OASIS for service beginning August 1, 2004 and beyond. As a result of this integration, the full-tariff rate for Midwest ISO Drive Through/Out has increased. This does not impact any current discounted prices.

Price Change

Effective August I, 2004 there is a price increase in Schedule 2 for ASTI and Schedule 2 for the Midwest ISO System-Wide Average Rate used for drive out/through service. There are no other pricing zones affected by the changes.

Notice on grandfather transactions

Effective Friday August 20, 2004, all Transmission Service Requests associated with Grandfathered transactions must be submitted to the TO OASIS page. TSR's associated with Grandfathered transactions shall not be submitted to the MISO OASIS page. Any TSR's submitted to the MISO OASIS page will be treated as MISO OATT service, regardless of comments made by customer within the request, and will be settled and invoiced in accordance with the terms of the MISO OATT and associated business practices.

Carmel Scheduling to perform all scheduling functions 12-1-2004 and beyond

System Operations Trials

The Midwest ISO will be performing another System Operations Trial on Thursday, February 3rd starting at 2050 EST running thru Friday, February 4th at 0150 EST.

For Scheduling instructions during this time, please read the following:

DRIVE THROUGH and DRIVE WITHIN TRANSACTIONS - These transactions can be scheduled normally before and during the System Operations Trial.

DRIVE IN and DRIVE OUT TRANSACTIONS submitted between 2000 and 0030 for new schedules, adjustments or extensions for HE22 thru HE2 - a duplicate schedule using the correct Day 2 physical path must be submitted (via OATI demo tagging) at the same time the Day 1 schedule is submitted to the ESS. Schedule submittal timing will follow the Day 2 market timing requirements. New schedules, adjustments, and extentions must be received 30 minutes prior to the start of the operating hour..

OTHER INFORMATION:

It is the responsibility of each PSE/MP to verify their access to OATi Demo Tagging prior to System Operations Trial. Questions on how to create a Day 2 tag prior to or during the trial, should be directed to the Scheduling Department at 317.249.5511.

It is strongly recommended that each entity ensure they know how to create Day 2 tags for the Midwest ISO market prior to System Operations.

Normal Parallel Operations testing in the PSS is suspended during System Operations.

The System Operations Test will be performed by the Midwest ISO's Back Up Center. If you have questions concerning Drive-In and Drive-Out transactions during this time, please call the BCC Scheduling number 317.295.5511. Personnel will also be located at our main office to answer other questions at 317.249.5511.

Market timing rules will be in effect. This specifically affects Drive-In and Drive-Outs Transactions. Next hour tags or adjustments to next hours tags must be received 30 minutes prior to the start of the operating hour.

Late tags will not be accepted during the System Operations Trial. New schedules or adjustments starting or ending on the quarters will not be accepted.

Elimination of Through and Out rate for MISO service sinking in PJM

In compliance with FERC Docket No. ER05-6-000, effective December 1, 2004, MISO will eliminate through and out rates for MISO OATT TSR’s sinking in the PJM region. This eliminates MISO schedules 7, 8, and 14 charges for power sinking in PJM. Pricing will be posted 12-08-04.

GridAmerica (GA) no longer a sched entity on E-tag transactions

Dear Valued Customer,

Effective December 20, 2004, GridAmerica (GA) will no longer be listed as sched entity on E-tag transactions. As a result, this will change the way transactions appear when First Energy, (FE), is the source or sink. Please reference the MISO Extranet/Documents/BusinessPractices/AppendixB rev 2.6 for detailed examples.

Information on XCEL Flowgates

AFC Calculations for XCEL flowgates Eau Clair - Arpin, MWSI and Priarie Island - Byron will be switched over from MISO St Paul to MISO Carmel Calculations on Dec 15th 2004.

MISO OASIS OUTAGE

Starting at 20:00 on 12/16/04 and running through 02:00 on 12/17/04, MISO will be upgrading the MISO OASIS node. During this effort, the MISO OASIS will be unavailable. To submit a nonfirm next-hour transmission request while the outage is in progress, it will be necessary to fax a properly filled out MISO Backup Transmission Request form to Tariff Administration at 317-249-5860. Multiple hour reservations will not be accepted. (The Backup form can be found in the Business Practice area on the MISO OASIS Home page or on the MISO Extranet ) In accordance with Attachment J timing requirements, the Tariff Administrator will assess the faxed-in transmission request, assign a temporary OASIS number to it, and notify the customer, who may then use the temporary number on a tag. Immediately after the outage, the Tariff Administrator will post-reassign the request to obtain a permanent OASIS reservation number; at that time, he will notify the customer of the change.

Christmas Holiday Notice

Christmas OASIS requests -- The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Christmas Weekend. The Midwest ISO will allow these OASIS requests to be submitted five days prior to the scheduled start date.

All other MISO Attachment J timing rules will be unchanged.

Suspending the Code of Conduct for WPS, WE, UPPC and ALTE:

01/22/05 at 0100EST - Due to limited capacity - loss of generation in the Upper Peninsula of Michigan, MISO and American Transmission Company are suspending the Code of Conduct for WPS, WE, UPPC and ALTE for this event and this event only, to expedite the restoration of capacity and return to normal operations ASAP.

Registering CPnodes for Dynamic and GFA Transactions:

Market Participants with Dynamic or Grandfather Carve Out transactions need to register the CPnodes for these transactions to the Control Area involved as GCA and/or LCA on TSIN. These need to be registered immediately to be tested in Final Trials. And must definitely be registered prior to March 1, 2005.

Scheduled Maintenance of Midwest ISO OASIS on February 12th and 13th, 2005

As part of the Midwest ISO's preparation for operations under the Transmission and Energy Markets Tariff, the Midwest ISO OASIS will be taken off-line on Saturday, February 12th, 2005. The first outage is scheduled for approximately 2 hours from 8:00 PM to 10:00 PM EST, February 12th. During the outage, the transmission customer can make a next hour request by submitting an E-tag with “TBD” on the MISO Transmission Provider line of the tag while the OASIS is offline.

Following the outage, MISO personnel will be configuring a new environment for the OASIS. At approximately 7:00 AM EST on Sunday, February 13th, a short outage, less than one hour will occur. After that, the OASIS will be housed in its new location for market operations.

Please note:
1. The Midwest ISO OASIS web address will not change: https://oasis.midwestiso.org/OASIS/MISO
2. The OASIS will function just as does today. New functionality for Day 2 will be phased in up through March 31, 2005.
3. Midwest ISO Tariff Administration will re-post reservations to the new OASIS site that are queued between 10 PM EST Saturday and 7 AM EST Sunday. Customers will see new reservation numbers as the result of this synchronization of reservation data.

We appreciate the understanding and patience of our Transmission Customers during this transition process. Updates will be posted here regarding revisions to timelines or procedures for this activity.

Important GFA Registration Information

Pursuant to the FERC GFA Settlement Order, GFAs found to be subject to a "Just and Reasonable" standard of review (identified in Appendix B to the GFA Settlement Order as "J&R") were provided the opportunity to elect either GFA Option A, Option B or Option C treatment under the Midwest ISO TEMT. Market Participants electing Options A and B notified the Midwest ISO of their election during the FTR registration period. No further action is required of Market Participants that have previously registered Option A or Option B GFA entitlements.

Market Participants that have not previously registered their J&R GFA entitlement as an Option A or Option B entitlement, may have scheduling rights under Option C tariff provisions. To exercise those rights, a valid TSR will be required on the Midwest ISO OASIS. Market Participants that intend to schedule transmission service under Option C tariff provisions must contact their Client Services Representative no later than Monday, March 21, 2005. The Client Services Representative will work with the Market Participant and Midwest ISO Tariff Administration to assure a valid TSR is identified or created for the Option C GFA.

Withdraw and resubmit tags that cross into April 1, 2005

All tags that involve the Midwest ISO that cross into or start on April 1, 2005 must be withdrawn or adjusted to zero. Starting March 22, 2005 Market Participants will be able to submit tags for the Midwest Market which begins April 1, 2005. Market Participants will use the production tagging of their current tagging vendor to submit both Day 1 and Market tags effective March 22nd. March 22nd through March 31st tags created with a start date between March 22 and March 31 will be sent to the ESS. March 22nd through March 31st tags created with a start date of April 1 and beyond will be sent to the PSS (Physical Scheduling System) for consideration in the Midwest Market.

March 29, 2005 (Temporary Relaxation of Attachment J Guidelines)

UPDATE (033005): The temporary relaxation was lifted at 1320.

The Midwest ISO will relax the "No Later Than" Attachment J timing requirement for the Daily Non-Firm and Firm service products temporarily while the OASIS is experiencing technical difficulties. The Midwest ISO will allow these OASIS requests to be submitted until 1700 for next day service. All other MISO Attachment J timing rules will be unchanged. This notice will be updated when the relaxation has been lifted.

New Business Practice Provisions Now in Effect

All redirects of point-to-point transmission service, for April 1,2005 and beyond, including non-firm secondary, must be submitted through the MISO OASIS. See section 6.10 of "MISO TEMT Module B Business Practice - Effective April 1, 2005," posted on the MISO OASIS.

Per the "MISO TEMT Module B Business Practice - Effective April 1, 2005" new Attachment J Guidelines are in effect as of April 1, 2005.

MISO FTR Registration Calendar for Next Annual Allocation

MISO has posted the calendar for FTR Registration for the Fall 2005 through Spring 2006 annual FTR allocation at the Midwest Market site under Documents section, FTR Information folder, FTR calendar subfolder (http://www.midwestmarket.org).

The upcoming FTR Registration will commence on April 25, 2005. The deadline for confirmed Point To Point Transmission Service Requests and Network Resources designated under Module E to be included in the upcoming FTR allocation is April 21, 2005.

Additional details on the FTR registration process will be made available later. Similar to the previous FTR Registration, a power point presentation will also be provided to walk you through the FTR Registration process.

Network Resource Data Request for TEMT Module E; Mar-May 2006

MISO is requesting that Market Participants send MISO their designation of Network Resources for the Spring 2006 months (Mar-May). Please use the template attached in the email sent out on 4/5/2005 for sending MISO data. This template is the same format used in the initial data collection for Module E of the TEMT. Additional information on Module E and instructions for filling out the spreadsheets can be found on the MISO home page at http://www.midwestiso.org/plan_inter/resource.shtml.

Network Resource designations made under Module E requirements will be used to determine the FTR eligibility for the Fall 2005 through Spring 2006 annual FTR allocation.

The additional Network Resource data for the Spring 2006 period is due back to MISO by April 21, 2005. If you need your previous Network Resource submittal please contact Jesse Moser.

Information on 6155-STKLAKIATSTR

Midwest ISO had an incorrect flowgate 6155 - STJLAKIATSTR in the AFC calculations that was used for evalulating transmission service. This flowgate is being disabled. There is a corresponding flowgate 5050 that is already in the AFC calculations for monitoring these facilities. If you have had service that was denied only for this particular flowgate alone for service beyond April 15th, 2005, please resubmit your transmission service request for reprocessing.

Important Option B GFA Registration Information

It has come to the attention of the Midwest ISO that some Market Participants may have incorrectly registered Option B GFAs that source outside the Midwest ISO region by defining the Option B GFA source interface Cpnode as either the GCA, Source or POR of the underlying transmission service, but in a manner that is inconsistent with the source interface Cpnode identified on the Transmission Service Reservation on the Midwest ISO OASIS. For example, the Option B GFA Cpnode source could have been defined as the POR, when the GCA is used to define the transmission schedule settlement interface Cpnode. In this circumstance, the interface Cpnode on tags submitted for these Option B GFA transfers will not match the interface Cpnode for the Option B financial schedule such that settlement of the Option B GFA financial schedule is infeasible.

A similar situation could apply to Option B GFAs that sink outside the Midwest ISO if the defined Option B GFA sink Cpnode were based upon the LCA, Sink or POD of the underlying transmission service in a manner inconsistent with the source Cpnode assigned to transmission schedules submitted under the underlying transmission service for settlement purposes.

Short and Long -Term Solutions to Ramp Issues

The Day 2 Market issue: With the commencement of the Day 2 Market, Market Participants ("MP") wishing to procure transmission services from OASIS must utilize MISO's Physical Scheduling System ("PSS") to schedule the transaction. Market Participants will not know whether system ramp capability is available prior to procurement and will not be able to secure a refund for transmission services if the transaction is denied for this specific reason. This situation applies to export or import transmission service. MISO staff has recognized this issue and is actively developing solutions.

If the ramp capability is not available at the top of the hour, the MP can resubmit the tag with a start time a quarter of the hour (assuming adequate lead time exists), quarter past, half past, or three quarters past the hour. If the MP resubmits, the duration can be up to 60 minutes, in any 15 minute increment. Tag submittal timing requirements must be adhered to. Currently, a ramp availability monitor has been posted in the General Information section of the OASIS. It will be helpful in giving an idea of MISO's ramp capability when it is updated every 15 minutes. The MISO Scheduling Department is developing a ramp screen in the PSS where the available ramp capability can be viewed for each quarter hour. This solution is being developed for Q3 2005 implementation. Scheduling is collecting data to see if working towards ramp reservation functionality in the Q3-Q4 2005 timeframe is warranted.

    It is critical that each customer verify the accuracy of each TSR prior to submitting the request on the MISO OASIS. The Midwest ISO will not consider requests to modify the Asset Owner field of a Transmission Service Request after it has been queued on the Midwest ISO OASIS.

    Important AO Information, respond by 6/1/05

    There will be a one time opportunity to change the Asset Owner designated on TSR's queued prior to 6/1/05. The following conditions will apply:
    1 - The Start Date of the TSR must be after 4/1/05.
    2 - The TSR can not have been previously scheduled or tagged against.
    3 - The AO on a TSR can be changed to any other existing AO associated with that MP in the Asset Registration system.
    Additionally,
    4 - The Default AO for a MP can be changed to any other existing AO associated with that MP in the Asset Registration system.
    5 - Any of the changes listed above does not include the addition of new AO's, any new AO's being registered need to follow existing Asset Registration procedures.
    6 - Any TSR's queued after 6/1/05 will not have the opportunity to have the AO changed. It is the customers responsibility to verify the accuracy of each TSR prior to submitting the request on the MISO OASIS.
    7 - Customers wishing to take this opportunity to change an AO on a TSR in compliance with the guidelines presented above, must do so prior to 6/1/05 by e-mailing the attached template indicating the desired changes to MISO Client Relations at clientrelations@midwestiso.org.

    FTRs Requested with New Point to Point Transmission Service

    Consistent with a compliance filing made by the Midwest ISO today in FERC Docket No. EL05-51, the Midwest ISO has determined that inclusion of generation contingency modeling in the FTR Markets is no longer necessary at this time. Therefore, the Midwest ISO will no longer model generator contingencies for FTR allocation purposes. The Midwest ISO will continue to monitor and evaluate generation contingencies in real time, however, and will include such constraints in the Commercial Model if found to be binding in the Real-Time Energy Market. To the extent that such contingencies are found binding with some regularity in the future, the Midwest ISO may determine that generation contingencies should again be included for FTR modeling purposes.

    This change in modeling methodology better aligns FTR modeling with real time operational experience and will benefit Market Participants by making available additional FTRs. The change will be implemented for the upcoming annual FTR allocation, monthly allocations and auctions for July and August 2005, and processing of FTRs for new transmission service.

    Information on Market Flow Calculation

    This past week Midwest ISO discovered an issue with the NNL engine and the subsequent market flow calculations sent to the NERC IDC. As a result, some of the Midwest ISO market flow was categorized as priority 2 with some priority 7 market flow was calculated and sent to the IDC as zero. This issue caused MISO Reliability Coordinators to increase the request for flow curtailment during the TLR events during this period . The increase was necessary to control the flow on the congested flowgates and to be a proxy for pro-rata curtailment with point to point transactions. A Software fix was implemented on Jun 9 and categorization of the Midwest ISO market flows into priorities 2, 6 and 7 was validated as correct on Jun 10

    Fourth of July Holiday Notice

    The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Fourth of July Weekend. The Midwest ISO will allow these OASIS requests to be submitted four days prior to the scheduled start date. All other MISO Attachment J timing rules will be unchanged.

    Important Grandfathered Option A, B and C Information

    All Non-Firm Hourly Secondary 1-NS Transmission Service Requests submitted must have a parent reservation that was originally transmission service purchased under the Midwest ISO Tariff and is not Grandfathered Option A, B or C service type. Grandfathered Option A, B and C service cannot be redirected to Non-Firm Hourly Secondary service.

    LGEE Disclosure Statement

    2005-10-24: LG&E/KU note the disclosure on September 23, 2005, at approximately 12:16 AM EST, of the following information in a facsimile sent in error by an LG&E/KU transmission dispatcher to a facsimile machine used by LG&E/KU generation dispatch personnel:

         A document entitled "Disturbance Reports" for the day September 22, 2005, which lists the following information:

    2005-08-02: LGEE reported an accidental communication between LGEE transmission and LGEE marketing at approximately 4:30 PM on 8/2/05.

    A notice for line flow alarming on the 69kV transmission line Lydon 6692 was delivered to LGEE market group.

    Labor Day Weekend Notice

    The Midwest ISO will relax the "no earlier than" Attachment J timing requirement for the Daily Non-Firm service product for the Labor Day Weekend. The Midwest ISO will allow these OASIS requests to be submitted four days prior to the scheduled start date. All other MISO Attachment J timing rules will be unchanged.

    Important Notice

    The Midwest ISO on September 2, 2005 granted waiver of the 26 week notice requirement contained in the Midwest ISO tariff. This waiver was granted for the removal of certain generating units from the transmission system for relocation to assist in hurricane Katrina relief efforts. The Midwest ISO will file notice to the FERC of this waiver on September 6, 2005.

    New Business Practice Provision Now in Effect

    Section 6.15 of the OATT BPM regarding the Resale of Transmission Service is modified to make it consistent with EMT Section 23.2 "Limitations on Assignment or Transfer of Service."

    Updated version of Section 6.15(#3) of OATT BPM:
    "3. The Reseller will be held responsible for all terms and conditions of the Regional Tariff. The Midwest ISO will continue to bill the Reseller unless and until the Reseller and assignee provide the Midwest ISO with an amended Service Agreement transferring such Reseller obligation(s) to the Assignee pursuant to Section 23.2 of the Regional Tariff."

    FTR Allocation Announcement

    As described in the email message below, sent to Market Participants during the FTR registration phase, FTR Entitlements for Network Integration Transmission Service were capped at the Network Resource's generation output level as established in the Generator Deliverability Test process (for more information about the Generation Delivery Test process see the Generator Delivery Test link under Planning and Interconnection at MidwestISO.org)."

    It has come to the attention of the Midwest ISO that some Market Participants believe the generation output level ("Ptest" values) included in the Generation Delivery Test model did not accurately reflect the output levels of certain generation units. As a result, some Market Participants may have been unable to register and nominate FTRs to the full output level of those Network Resources.

    Market Participants who believe that the Ptest values included in the Generator Delivery Test model and used to establish FTR entitlements were inaccurate should contact the Midwest ISO Interconnection Group at ginterconnection@midwestiso.org.

    If Ptest values are found to have been inaccurate at the time that the Generator Delivery Test was conducted, the corrected values may be used to register FTR entitlements that will be eligible for nomination in the monthly FTR allocation process.

    Subject: FTR Registration Announcement: Change in the Pavailable MW for
    Phase IV FTR Definitions

    Market Participants that submitted network resource (NR) data via the Module E requirements was used for the FTR Eligibility. In the process of preparing the NR data for the Market Participants to be used for the FTR Registration purposes, the MWs (Powned) was capped to the aggregate deliverable MW (Paggdel) of the deliverability test results.

    Market Participants representing the Asset Owner of the network resources expressed concerns regarding the cap since such resources were historically serving their native load up to the capacity that was higher than the Paggdel in cases where the NRs were deemed less deliverable than their total maximum output level (Ptest) as used in the deliverability study. Under the Module E requirements, the Ptest of these resources is deemed fully deliverable as a local capacity resource.

    Given this criteria, all Asset Owners' network resources were identified where the Powned (NR MW submitted in the Module E) were higher than the Paggdel and were capped to Paggdel. The Powned for these resources were increased to the Ptest or Pmax. Ptest is the total maximum output level of the resource as used in the deliverability studies. Pmax is the maximum output of the resource as registered in the commercial model data. Pmax was used only in cases where the Ptest was not identifiable from the deliverability test results.

    Market Participants that have already defined FTR Entitlements in the current phase (Phase IV) of the FTR Registration may re-define the entitlements and use the increased Powned values. The increase in the Powned values will be reflected as an increase in the Pavailable (Available NR MW) values.

    MP ACTION REQUIRED

    It was discovered that during the March commercial model propagation to DART that physical Day-Ahead schedules (or adjustments) submitted between February 17, 2006 and February 22, 2006 for operating dates February 25, 2006 through March 1, 2006 were not included in the Day-Ahead Market.

    In order to ensure that your Day-Ahead physical schedules (or adjustments) for February 17, 2006 to February 22, 2006 are included in the Day-Ahead market, you must submit a PSE adjust against your e-tag to reflect the profile and operating dates you want submitted to the Day-Ahead market no earlier than February 23, 2006. Adjustments to Day-Ahead physical schedules made during February 17, 2006 to February 22, 2006 must also be resubmitted no earlier than February 23, 2006. Grandfathered Carved out physical schedules also apply. Any Day-Ahead tags with or without a Market Adjust for the operating dates listed above will also need to be resubmitted.

    Day-Ahead submittal market timing requirements and Midwest ISO ramp limitations will still be enforced on these physical schedule re-submittals.

    Time Change Due to DST

    All counties in Indiana will be springing forward in 2006 for observance of Daylight Savings Time (DST). This is a new policy for Indiana, which affects the Midwest ISO and the way business is conducted. As of April 2, 2006, Midwest ISO systems and corresponding Market timing will remain on Eastern Standard Time (EST). For example, the following will continue to be defined by EST times:

    Midwest ISO business meetings and events, however, will follow Eastern prevailing time (in the instance of the April 2 change, meetings will be conducted in Eastern Daylight Time).

    ATC Standards of Conduct

    3/12/06: As of 0400 CST, the emergency reported below was resolved and Standards of Conduct were reinstated.
    3/10/06: ATC has suspended its Standards of Conduct associated with the Wausau, WI area transmission system as a result of forced outages to the in the Wausau area. These forced outages, in conjunction with other outages in the area, result in the need for effective load curtailment to maintain system reliability. This suspension is effective 23:04 CST.

    Notification regarding Day-Ahead market results for operating day March 24, 2006

    The Midwest ISO has identified a Market Implementation Error that affected all hours of the Day-Ahead Market results for operating day March 24, 2006. The Market Implementation Error resulted in nodal marginal loss sensitivities not being included in the calculation of the Day-Ahead Market results that were published at 1700 EST March 23, 2006. Per the procedures outlined in Section 48 of the Energy Markets Tariff, the Midwest ISO expects corrections to LMPs and energy schedules for all hours of the Day-Ahead Market for operating day March 24, 2006. The Midwest ISO has corrected the underlying problem to prevent future re-occurrences and impacts to future Day-Ahead cases.

    NSP Service Agreement Sunset

    This message only pertains to the Market Participants with service agreements referencing the NSP TO OASIS which are ending effective April 1, 2006 and do not have an extended NSP TO OASIS agreement:

    As a reminder, the Midwest ISO is announcing the conclusion of the NSP Transmission Service Agreement, effective April 1, 2006. Only Grandfather Carved Out (GFACO) transactions will be allowed with NSP listed as Transmission Provider. All other tagged transactions that involve the MISO Market footprint must include MISO transmission in the form of Point-to-Point, Network, or Spot. Transactions may also necessitate non-MISO transmission listed in the tag's physical path.

    Corrected DA Results for 24Mar Are Now Available

    A Market Implementation Error resulted in the exclusion of nodal marginal loss sensitivities in the calculation of the Day-Ahead Market results for Operating Day March 24 published at 1700 EST March 23, 2006. Section 48 of the Energy Markets Tariff provides procedures related to processing and/or mitigation and correction of Market Implementation Errors. Below please find a description of the process that has been and is being followed to mitigate the market impacts of this Market Implementation Error:

    The Midwest ISO has completed the data repairs to the March 24th Day-Ahead Market results. The corrected hourly LMPs and hourly energy schedules are now available via the Market Portal. Also, the .csv file containing the corrected historical Day-Ahead LMPs for March 24, 2006 has been posted at www.midwestmarket.org under Market Info | Market Reports | Historical LMPs | Day-Ahead LMPs.     SWPP as POR/POD

    Due to issues involving how the Day Ahead/Real-Time (DART) System defines external pricing nodes, the Midwest ISO is suspending the use of "SWPP" as a POR/POD designation on the MISO TP line of e-tags, effective immediately. Creating PSEs should now use specific SWPP members as POR/PODs. "SWPP" will still be used as a Scheduling Entity designation.

    Additionally, to correlate efforts with the Scheduling Department changes, the "SWPP" designation will also be unavailable as a POR/POD designation on the MISO OASIS effective 04/14/2006. Existing reservations on the Midwest ISO page of the Midwest ISO OASIS node that reference SWPP as a POR/POD will be/have been modified by Midwest ISO Tariff Administration to show the respective SWPP member as POR/POD.

    The Ramp Reservation System (RRS) is currently scheduled to be active to Market Participants on Monday, May 15, 2006

    Effective April 20, 2006 00:00EST:

    In an effort to successfully cutover to the RRS in May, the Midwest ISO Scheduling Department will not allow the submission of any Import/Export Energy Schedules to be active May 15th, 2006 and beyond. Before May 15th, a message will be sent that will detail the times in which we can accept new schedules. For ramp-affecting Implemented schedules currently active May 15th and beyond, each marketer will be individually notified to transfer that activity to new schedules at a time that the RRS is ready to accept them.

    The Midwest ISO thanks you for your patience in implementing this important system upgrade.

    E.ON.US (Louisville Gas & Electric Company, i.e. LGE) Withdrawal Date

    07/31/06: E.ON U.S. Services, Inc. (LGEE) will no longer be a member of the Midwest ISO, effective 00:00 EST September 1, 2006. For all transactions effective Sept. 1 and beyond, LGEE should be considered a MISO 1st Tier border Control Area. All transactions that involve LGEE and a MISO member BA must be physically tagged for active dates 9/01/2006 and beyond. All transactions that involve LGEE and a CA that is also external to MISO will not be physically tagged for active dates after 9/01/2006 (unless the physical path flow of power travels through the MISO footprint).

    04/25/06: LGE and Midwest ISO are currently discussing the effective date of LGE’s withdrawal as a TO member from the Midwest ISO. Due to the Midwest ISO’s quarterly model update process, Midwest ISO has stated the earliest possible withdrawal date is September 1, 2006, contingent upon receipt of a FERC approved compliance filing and all Market Participant registration changes to the Midwest ISO by June 15, 2006. LG&E has publicly stated that it intends to withdraw June 1, 2006. This information is posted to permit communications with affected Market Participants for modeling purposes, and is not a warranty or confirmation of the actual date that withdrawal will occur. Midwest ISO will update this posting when the effective withdrawal date has been finalized.

    Midwest ISO Statement Regarding the FERC's April 25 RSG Order

    The Midwest ISO has received many inquiries concerning the FERC’s recent Order in Docket No. ER04-691-065. The Midwest ISO wishes to inform its Market Participants that it intends to present at the May 10th RSG Task Force meeting to be held at the Lakeside Conference Center its view of what compliance with the numerous specified requirements placed on the Midwest ISO would mean. Such a view will of course be an interpretation of aspects of the FERC’s Order. The FERC in acting on any eventual compliance filing would rule on whether the proposed compliance steps met the requirements of the Order. No commercial reliance can or should be taken based on views expressed as to these matters. The Midwest ISO also expects to identify areas where it does not understand how to comply or believes the path to compliance is unclear.

    The Midwest ISO has been asked what action it intends to take regarding the Order. The Midwest ISO expects to report on this matter as soon as practicable after a conclusion is reached. The Midwest ISO is mindful that for the FERC to have a chance to act upon any motion for emergency relief or a stay of all or any of the compliance requirements of the Order in a timely fashion, such a pleading would have to be filed in the near future.

    Ramp Reservation System Schedule

    The release of the Ramp Reservation System (RRS) has been deployed and is currently scheduled to be available for use by Market Participants on Monday, May 15, 2006.

    The Midwest ISO has implemented internal use of the Ramp Reservation System. MISO will take steps to ensure the quality and performance of the RRS before it is made available to Market Participant use on May 15th. In an effort to succesfully cutover to the new system, on Friday, May 12th at 6:00 EST, MISO's Scheduling Department will allow the submission of any Schedules to be active May 15th, 2006 and beyond. These submissions will automatically create Ramp Reservations in the RRS. Validations of ramp availability will still be done by the MISO Scheduling Department, as outlined in the Physical Scheduling BPM.

    For all ramp-affecting Implemented schedules currently active May 15th and beyond, each marketer will be individually notified to transfer that activity to new schedules at a time that the RRS is ready to accept them.

    Again, all schedule types, active beyond May 15th, may be submitted Friday, May 12th at 6:00 EST.

    MISO OASIS Outage

    The Midwest ISO OASIS will be taken off-line on Wednesday, May 17, 2006, at approximately 2010 EDT, during which the site will be upgraded. This outage could last as long of 30 minutes.

    During this time, to submit a Non-Firm next-hour transmission request while the outage is in progress, please utilize the "TBD" policy set forth in Section 6.4 (Submitting Requests when OASIS is Unavailable) of the MISO TEMT Module Business Practices manual found on the MISO OASIS. Faxed-in tranmission service requests will no longer be accepted.

    ONT in PSS

    Due to changes in the MISO Commercial Model, the node "ONT" will not be recognized until a mapping change occurs at 22:45 EST 5/31. All Day-Ahead Physical Bilateral Transactions between MISO and ONT have been manually placed for June 1st's Day Ahead Market consideration.

    Any Real-Time Physical Bilateral Transactions between MISO and ONT with active dates 6/01/06 00:00EST and beyond may not be submitted until 22:45 EST 5/31/06. Additionally, any DA PBTs between MISO and ONT with active dates 6/02/06 00:00EST and beyond may not be submitted until 22:45 EST 5/31/06. After that time, normal scheduling for all Market types between MISO and ONT may continue.

    Market System Maintenance from 1700-1930 EST June 5

    The Midwest ISO will perform required maintenance on the market systems from approximately 1700 (EST) to 1930 (EST) Monday, June 5. This maintenance will resolve the technical issues currently being experienced in the automated communication of dispatch signals to the Midwest ISO market participants. During this time period the Midwest ISO market will be operating under AOP2 with control room personnel contacting the market participants to provide appropriate dispatch instructions.

    All reliability applications will continue to operate normally during this time period. Market applications that will be affected include: the Portal, PSS, and OASIS.

    The conclusion of the maintenance activity will be announced as soon as possible.

    ONT Replaces IMO

    When reserving transmission service on the Midwest ISO OASIS, the Source and Sink of IMO, along with the POR/POD designations of MH-IMO, MI-IMO and MP-IMO are no longer reservable, effective immediately, and have been replaced with the ONT nomenclature, referencing recent Commercial Model changes. Please utilize a Source or Sink of ONT in place of IMO, and a POR/POD designation of MH-ONT, MI-ONT or MP-ONT in place of MH-IMO, MI-IMO or MP-IMO respectively.

    Information on TSRs for GFAs on OASIS and TEs of GFAs in the FTR System

    The Midwest ISO must maintain consistency between the Transmission Service Requests (TSRs) for Grandfathered Agreements (GFAs) on OASIS and the Transmission Entitlements of the GFAs in the FTR System. These Transmission Entitlements are created and validated during the Annual FTR Registration process. The validity of these Entitlements and hence the corresponding TSRs is only till the end of the FTR registration period. Starting 2006 FTR Registration, all GFA TSRs are approved until the end of the current registration period (6/1/2007). To renew the TSRs, the GFAs must be registered and validated during the next registration.     NPPD Suspending Code of Conduct (12/30/06)

    As of 1310 12/30/2006 NPPD has suspended the FERC Code of Conduct due to winter storm conditions in Nebraska.

    New NCA

    On November 20, 2006 the Midwest ISO proposed to designate as a Narrow Constrained Area (NCA) an electrical area that includes portions of northern Iowa, southwestern Wisconsin, and southeast Minnesota. In the attached order, the Commission accepts for filing the proposed designation of a new NCA, effective January 19, 2007. This will be placed into effect at midnight tonight.     Planned Transmission Outage Report Maintenance

    Please be advised that MISO will be performing a planned maintenance activity on Friday, January 26th, 2007 from 6:30p.m EST to 9:30p.m EST on the reporting infrastructure and the “Planned Transmission Outage Report” will not be published during this time. Once the maintenance activity is complete this report will be made available to users at its usual publish times.

    Info for Users of non-OATI Tagging Vendors

    The current public key for tagging encryption in Physical Scheduling System (PSS) will expire on January 30, 2007. All non-OATI tagging vendors will need to acquire the new public key from Midwest ISO prior to this expiration date. In addition to applying the new public key, the MisoMarketCertID of the MISO Market information must be updated from “2” to “3”.

    If you use a non-OATI tagging vendor, please have your tagging vendor contact the Midwest ISO Network Operations Center (NOC) at 317-249-5555 and indicate that they need to receive the new public key for tagging encryption. The NOC representative will route the call appropriately.

    Please note: all companies using OATI as their tagging vendor will not be affected by this change.

    NPPD Reinstating Code of Conduct (01/26/07)

    Following the ice storms in central Nebraska of 12/30/06-1/02/07, NPPD has improved their system status to MAPP condition 'Orange' and is reinstating the Standards of Conduct effective 1400 est on 1/25/07. FERC Orders 888 and 889 Standards of Conduct were originally suspended on 12/30/06.

    Planned Transmission Outage Report Notice (01/30/07)

    Please be advised that as a result of the planned maintenance activity on Friday, January 26th, 2007 the XML portion of the “Planned Transmission Outage report” contained an extra blank line at the beginning of each file. As a result the files produced from 1/26/2007 10:30 pm EST – 1/30/07 12:00 pm EST were not recognized as XML files. A zip file containing all the corrected XML files from this period has been placed in the same location as the “Planned Transmission Outage report” on the OASIS site. The file name is “Corrected 2308 XML files from 012607 thru 013007.zip “and will be available for 7 days.

    President's Day Holiday Notice (02/15/07)

    2308 Hourly Transmission Outage Report (05/31/07)

    The Midwest ISO experienced technical difficulties that impacted the availability of data for the Transmission Outage report (PDF and XLS format) found on OASIS. As a result, information for 1400-1700 EST (please confirm that it's 1400-1700 EST and not 1300-1600 EST) is unavailable or incorrect. Notification will be provided if additional hours are impacted.

    2308 and 2309 Outage Reports (06/15/07)

    Transmission Outage Report Issue (06/19/07)

    The Midwest ISO has identified an issue with the Real-Time Transmission outage report located on the OASIS site that resulted in a number of outages displaying a "Time Out of Service" date of May 11, 2007.     Suspension of Code of Conduct for AMRN (09/08/07)

    Due to the outage of a 345kv facility at a generating station MISO is suspending the Code of Conduct at AMRNIL temporarily.

    As of 0444 on 09/09/2007, the Code of Conduct has been reinstated for AMRNIL.

    Outage Report Unavailability (09/24/07)

    The Midwest ISO will conduct system maintenance from 0800 - 1000 EST on Tuesday, September 25, 2007. During this time, the Real-Time Transmission Outage report and the Planned Transmission Outage report will be unavailable.

    Curtailment Information (05/07/08)

    When any transaction is curtailed or interrupted by MISO, information relating to the curtailment or interruption is posted within the details of the NERC E-Tag on every tagging vendor, including the reason why the transaction could not be continued or completed. When any transaction is curtailed or interrupted for reasons of TLR, ramp or MISO’s Market calculations, these are stated as the reason for the adjustment.

    Transmission Service Schedules Information (05/07/08)

    Information on transmission service schedules can be found on the “MISO Physical Scheduling System (PSS)” located at https://markets.midwestiso.org/MISO and is available for download. Transmission service schedules are available for viewing on the PSS in real time and are also available for after the fact review from the PSS when following the links through “Scheduling” and then to “MP Sched”.

    Redispatch Information (05/07/08)

    Upon a Generation Resource being manually redispatched, MISO posts the reason for the Manual Redispatch and the period of time the Generating Resource was manually redispatched. In the event MISO directly assigns Incremental Energy Costs , MISO will post the entity being directly allocated Incremental Energy Costs associated with the Manual Redispatch of a Generation Resource.

    FERC 890 Compliance Order

    FERC issued a Compliance Order on February 11, 2009, that requires Midwest ISO to revise its designation and undesignation of Network Resources. Midwest ISO is currently evaluating the impact of the directives by FERC to the affected software, which includes OASIS, and Business Practices. The Midwest ISO has determined software implementation to be completed by March 6, 2009. Additionally, BPM changes associated with these changes also completed by March 6, 2009.

    This OASIS posting will be updated as new information emerges regarding the undesignation and designation of Network Resources.

    Intra-Hour Physical Scheduling Changes

    As announced at the Market Subcommittee June 2, 2009, the Midwest ISO will implement a recommendation made by the Independent Market Monitor in its State of the Market report. As of 12:00 (EDT) on Monday, June 8, the Midwest ISO will disallow any non-reliability physical scheduling within the current operating hour. Once the operating hour begins, any new requests for interchange, or any requests to modify already implemented interchange, will be denied by the MISO Scheduling department.
